Illegal business/etc: We don't want to script this, that will really lower RP. We would rather have someone start these types of companies/jobs and we can script a few things to get them started. IE: Materials to make drugs.
Make Fishing easier: Making it easier would cause too much cash flow to the people which mean nobody would have jobs, they would just fish fish fish till they are rich.
Add more legal jobs: We are working on more jobs for the next version(s).
