i just meant how is he applying to make this faction without any cars...
he should have cars and members and stuff and then apply to become official...
I wouldn't say that making an application must be related to "becoming official". Whenever I make my application, the main purpose of it would be to inform the players what the faction is all about, etc., not necessarely just to get it official.
